From Figure 2.64 on page 108, I read a stress concentration factor of 1.85 (this is open to some interpretation). Therefore, the maximum stress in the region of the fillets is (1.85)(18.22 ksi) =33.7 ksi. This is satisfactory, although it is barely within the limit of 34 ksi. Failure would not be expected at the fillets.
